Will ASL 2 use the same format?

ASL 2 evolves the format: two parallel single-elimination brackets - Open Weight 3v3 and Under 90kg 3v3 - instead of one open bracket. Plus an Amateur Division curtain-raiser. Teams of 4 (3 active + 1 rotating bench).

How are the bottom four positions determined if all four teams lost in the quarter-finals?

They are equal. All four teams were eliminated in the quarter-final round by first-round submission. Positions 5-8 are not ranked - they share the same result.
